Achievement as Collaborative Chairperson
Kathy O'Neal served as collaborative chair of the Houston County Family Connection collaborative from July 1, 2002 to June 30, 2003. As chair, O'Neal participated in mediations between collaborative partners, provided invaluable support and guidance to the executive director, and modeled collaboration to other agencies on the board and collaborative partnership. O'Neal used innovative techniques in addressing a local need for more office space to house several nonprofit agencies that had outgrown their offices and offered room for small conferences, trainings and board meetings. She researched the abilities of a legislated authority in conjunction with SPLOST legislation and determed the SPLOST would support construction of a Community Social Services Building through the Kids' Journey collaborative. She then worked with an architect to design the building at no cost, gained the support of state elected officials, and met with each of the county commissioners to gain support prior to asking for an official request to be included in the next SPLOST. To prepare for the official request, O'Neal worked with agencies to gather mission statements, letters of intent, rosters of board members and affiliations, numbers of residents served by the agencies, and service delivery outcomes achieved. In the process, she helped raise community awareness of service providers in Houston County and support for service delivery by the local county commission. Although her tenure as board chair has ended, O'Neal remains active on the Executive Committee and continues to be vocal in moving the collaborative forward in planning, inclusion in the next SPLOST, and modeling partnership.

Achievement as Collaborative Coordinator
Kathy Garwood has served as the Crisp County Community Council collaborative coordinator since the organization first received funding from Family Connection. She later was given the title of Executive Director. As the collaborative evolved, Garwood provided the vision and leadership for the collaborative to improve its commitment to results in the community through planning, implementation and evaluation of collaborative efforts. Garwood has developed effective techniques for conducting planning sessions with collaborative members. On several occasions, she has served as mediator to bring consensus to the group. Garwood has focused on bringing various agencies and individuals to the collaborative table to work together. As a result, the county recently held a ground breaking ceremony for a new Family Resource Center. The Crisp County Commissioners asked that the collaborative be the lead organization for the center. Garwood has led efforts for the planning and funding of the center.

Achievement as Fiscal Agent
The Glascock County Board of Education has shown a strong commitment to its local collaborative. The board has served as fiscal agent since the collaborative was formed five years ago. The board also handles other collaborative funding sources, which total more than $250,000 annually for the collaborative. The Board of Education has supported the collaborative with many in-kind resources, including paying for the costs of renovating two classrooms with nearly 1,800 square feet to use for administrative areas and programs. The board also pays for utilities costs, daily custodial care, and grounds maintenance. The board has helped write grants for purchasing computers for collaborative programs, networking our computer systems with the schools, and purchasing videos and curriculum products for programs. Board of Education members also are active members at monthly collaborative meetings. The collaborative chair also a member of the Board of Education.
