Theory of Change

The complex, multi-layered character of Family Connection makes it difficult to ascertain whether the initiative has made a difference and, if so, to identify the factors that have contributed to this difference.

At the state level, the Evaluation and Results Accountability Team has chosen an evaluation approach which makes explicit both the desired results of the Family Connection initiative and the steps needed to achieve them, and then to conduct a rigorous study of this "Theory of Change." In simple language, this evaluation study seeks to examine:

What kinds of collaboratives, in what kinds of settings, creating what kinds of systems changes, and implementing what kinds of activities, produce what kinds of results for children and families?
