The Ins and Outs of Hiring an Evaluator

The decision to hire an evaluation consultant is an important one that should be reached only after a lot of discussion. The Evaluation Committee should carefully think about the advantages and disadvantages before bringing a recommendation to the collaborative. These are a few considerations:

On the positive side, a consultant can:

  • Help a collaborative to frame key questions.
  • Design an evaluation to answer those questions.
  • Free up the time of collaborative members who would otherwise be responsible for the evaluation.
  • Help build the plan and implement an evaluation that may be more likely to satisfy current funders and attract the attention of potential funders than an evaluation planned and implemented by the collaborative.

On the negative side,

  • Consultants can be costly.
  • Collaborative members may become less involved in the evaluation if they perceive that someone has been hired to "take over" the work.
  • Service providers, clients, and collaborative members may not be receptive to an outsider, fearing that he/she may be passing judgment on them.
