Planning the FCP Evaluation

FCP's continuing, strong commitment to results accountability and the role evaluation plays is most evident in the expectation that all collaboratives will evaluate the implementation and results of their Community Strategic and Annual Plans. Knowing whether community efforts make a difference is important! And, communicating the results of Family Connection collaborative efforts is important for securing the resources necessary to continue and expand efforts to improve results for children and families.

The expectation for planning local collaborative evaluation has evolved over time and now reflects readiness, capacity, resources and critical need for evaluation results. FCP is sensitive to community resources and time constraints. So the evaluation focus will shift from preparing a three-year evaluation plan to the planning necessary for implementing the required annual results evaluation and report. This change should encourage communities to focus their limited evaluation resources on planning, implementing and reporting of results evaluations. Communities are no longer required to submit a three-year evaluation plan, but it may still be advantageous to prepare one to correspond to the Three-Year Strategic Plan.

Beginning in Fiscal Year 2006, the expected evaluation plan will emphasize local strategy-level results evaluation. All Family Connection collaboratives must submit an annual results evaluation plan for at least one strategy and/or component program(s). The plan should include a process and outcome component to assess changes in individuals, families, and/or the community resulting from the strategy being evaluated. And, it should tell how you intend to document related collaborative development and systems change and report and use findings.
