What
is the history of the Family Connection Partnership's commitment
to evaluation and results accountability?
The
original Family Connection framework of results accountability was
embedded in SB335 The Budget Accountability and Planning Act of
1993 and SB256 The Georgia Policy Council for Children and Families
Act of 1995. The Georgia Policy Council (GPC) was established to
direct efforts to achieve positive results for children and families.
Created by sunset legislation, the GPC was a policy-making body
that worked in partnership with Family Connection communities to
promote the well-being of the state's children and families. In
2001, leadership for Family Connection shifted to the Family Connection
Partnership Inc., a nonprofit organization created from the merger
of Georgia Family Connection and the Georgia Academy for Children
and Youth Professionals, Inc. Results accountability remains an
integral part of the work of the Family Connection Partnership.

What
is the Family Connection Results Accountability Framework?
The
Family Connection initiative focuses on achieving a vision of positive
outcomes for all of Georgia's children in five areas: healthy children,
children ready for school, children succeeding in school, strong
and stable families, and self-sufficient families. Georgia citizens
want to know whether policies, programs, and tax dollars are improving
results for children and families.
To
achieve Georgia's vision for its children, a statewide focus on
results and a reform of the current system of accountability is
needed. The Results Accountability Framework identifies three major
changes that need to be made in order to improve results for families
and children:
- Changes
in the ways decisions are made at the local and state levels.
- Changes
in how families are supported.
- Changes
in the current system of financing and budgeting.

Why
is FCP committed to evaluation and results accountability?
Evaluation is a primary tool of results accountability. Evaluation
that promotes results accountability and adheres to recognized program
evaluation standards is a way to ensure that collaboratives are
making progress toward the goal areas identified in their evaluation
plans.
