Collaborative is defined as the local governance partnership responsible for the decision-making process whereby the community takes responsibility for improving results for children, families, and communities. This standard verifies that decision-making is joint and shared, with written procedures, and with a collaborative structure that is clearly understood and used.

Using family support principles within the governance structure is an additional method for collaboratives to ensure a strong governance structure. While collaborative partners focus on providing services and supports to families, they also invite a family representative to present the family perspective.
