Care. The Healthy Start Index was 71.4% for 2003. For black
and Hispanic mothers, the overall Healthy Start Index was 66.6%
and 64.8%, respectively. White mothers have a relatively higher
Healthy Start Index at 75.4%.

Birthweight.
In
2003 there were 12,205 infants born at low birthweights of less
than 5.5 pounds. A black infant is almost twice as likely to be
low birthweight as a white infant.

Infant
mortality. The infant mortality rate for black infants has remained
above 13 per 1,000 for ten years. The highest rate for white infants
was 6.7 per 1,000 in 1994. The highest black infant death rates
were in rural counties.

status of mothers. In
2003, 23.5% of mothers who gave birth had less than a high school
education.

abuse and neglect. In
2003, the rate of substantiated child abuse and neglect was 21.2
per 1,000, up slightly from 19.9 per 1,000 in 2002.
